Prevention preparedness for a possible but unlikely emergency situation and rapidly react in possible outbreak and upsurge situations in the most appropriate and rational manner. The other objectives of Contingency Planning are: - enhance early preparedness between front line member countries, - preparedness arrangements, considered potential emergency situations and to address any gaps between calm situations and emergency situations, so that an emergency situation can be resolved efficiently and effectively.
